  Message from VCN's Executive Director
 

Let me begin by thanking the VCN workgroup leaders, Legislative Contact Team members, and others who took part in our Dec. 2 Legislative Workshop.  Thanks to you, it was a lively, informative success. Your willingness to spend a sunny Saturday morning at the General Assembly building not only signals your commitment to our environment, but also to Virginia’s democratic process.  When Virginia’s conservationists work side by side to engage and educate our many supporters, as well as our political leaders, the result is better policy for Virginia’s streams, forests and wildlife.

And another product of our cooperation, VCN’s 2007 Conservation Briefing Book, describes just what those policies look like.  Hot off the presses, this year’s Briefing Book is the most thorough to date; the network’s six issue workgroups developed 18 white papers in all, addressing everything from wineries to wetlands. If you haven’t yet picked up a copy, visit the VCN website, www.vcnva.org, to download the full color pdf.

You’ll notice that in addition to environmental concerns, we’ve also taken on the issue of citizen involvement. VCN has a longstanding commitment to facilitating public participation in decisions that impact land use, air quality and water quality.  In recent months, baseless lawsuits against activists in Central Virginia and saber-rattling by disgruntled lawmakers aimed at the State Air Board and State Water Control Board have illustrated an important truth: We cannot make the democratic process work for Virginia’s environment, without standing up for transparency, fairness and due process. 
           
In the coming months, I look forward to working alongside you on this issue and the other priorities identified in the Briefing Book. Mark your calendar for VCN’s annual “Lobby Day” on Jan. 15.  I hope you will make plans to join us in Richmond that Monday. Let your representatives know that conservation is Constitutional priority and that the people are watching.

NORFOLK WANTS TIGHTER SCRUTINY OVER LIGHT RAIL

Now that a starter light rail line is just one step away from becoming a reality, city leaders are asking hard questions and want to get more involved in its development. After years of planning and many rounds of federal approvals, transportation officials are on schedule to sign a contract with the federal government in mid-2007 to build the $232.1 million project. That's prompting greater scrutiny from city officials. They want to avoid paying for any cost overruns and they worry that if state transportation aid continues to dwindle, they'll have trouble making debt payments. - BY DEBBIE MESSINA

WATER BOARD REVERSES VOTE ON RESERVOIR
Newport News is given more time to do studies required by state for project
December 15, 2006 - Richmond Times-Dispatch
The action reversed a 6-1 vote on Sept. 6 that denied the city's request. The September vote did not kill the reservoir, but it appeared to put the project in jeopardy. Last night's decision followed a five-hour meeting, which included an emotional three-hour hearing. The meeting room in the General Assembly Building was packed with about 200 people, many forced to stand. Most appeared to be reservoir opponents. - BY REX SPRINGSTON

Join other birding enthusiasts for the 107th annual Christmas Bird Count. The center of the count circle is Curles Neck Farm and encompasses all points 7.5 miles from this center. Prior events have logged in more than 100 species. The Count Circle is divided into sectors that observers are assigned to cover.

Activate Richmond Seeks Volunteer Projects
Activate Richmond invites area nonprofits to submit proposals for volunteers through their website: www.activaterichmond.org/_mgxroot/page_10744.html.
Criteria:
--One-time or episodic group projects (average group size of 5 to 15 volunteers);
--Projects scheduled at least 4-6 weeks in advance;
--Projects that do not require advanced training or orientation sessions;
--Projects that average 2-6 hours in length;
--Most of our volunteers are free on evenings and weekends, however Activate Richmond is exploring M-F daytime events; and
--Priority is given to non-fundraising activities.

VIRGINIA LAND CONSERVATION FOUNDATION
Deadline: January 16, 2007, 5:00 PM
The Board of Trustees of the Foundation have approved a new grant round of approximately $5 million. This is a state funded 50% matching grant program for land protection. BOATU.S. FOUNDATION - CLEAN WATER GRANT PROGRAM
Deadline: February 1, 2007
A program of the BoatU.S. Foundation, the Clean Water Grant Program is designed to fund projects that educate the public about actions they can take to reduce their impact on the environment while boating. The focus topic for the 2007 Clean Water Grant Program is preventing marine debris and raising the awareness of the problems associated with marine debris among all boaters. All applications with any clean water topic will be accepted. Applications with a majority of the project devoted to the marine debris topic will be given preferential treatment.
Criteria:
The foundation seeks projects that reflect a unique and repeatable way to reach boaters with upbeat, clean boating messages. Allowable expenses may include artwork, printing, mailing, educational materials, construction supplies, and other expenses directly related to an applicant's outreach activities. Eligible applicants include volunteer boating groups, clubsand associations; and local nonprofit/tax-exempt organizations, including chapters of national organizations.
Grants will be for up to $4,000 each.

VIRGINIA RECREATIONAL TRAILS FUND

MEYER FOUDNATION - EFFECTIVE NONPROFIT LEADERS EXPONENT AWARD
Deadline: April 9, 2007
The Meyer Foundation strengthens people and their communities by investing in Greater Washington, D.C.'s visionary nonprofits. The Meyer Foundation's Exponent Award recognizes strong and effective nonprofit leaders with a track record of accomplishment who have the potential for future growth and development.
The award program is designed to stabilize and strengthen the executive leadership of Meyer's grantees, to increase the voice and visibility of some of the region's most effective nonprofit leaders, and to help them attract additional resources. The award, intended for mid-career executives who may be in danger of burnout or who would benefit from a leadership development grant to take their skills and organization to a new level, honors up to five leaders each year. The reward recipient's organization of receives a two-year grant of $100,000 to be used for leadership development.
Criteria:
To qualify for the exponent award, nominees must be the chief executive officer (executive director or president) of an independent 501(c)(3) nonprofit organization that has received at least two grants from the Meyer Foundation since January 1, 2003; and have served in their current position for a minimum of three years but not more than ten years. Candidates must be nominated by a letter from a board member, colleague, grant-maker, or other community leader.

EARTHWATCH EDUCATOR FELLOWSHIPS TO SPONSOR PARTICIPATION IN INTERNATIONAL AND U.S. CONSERVATION EXPEDITIONS
Deadline: Rolling Deadline
The Earthwatch Institute and its  partners offer a number of Educator Fellowships every year to  elementary, middle, and high school educators and administrators. Earthwatch seeks adventurous, innovative science educators who have an interest in conservation, sustainability, and life-long  learning. Participating educators work alongside leading field scientists on some of the most important environmental issues  facing the planet today, like climate change and biodiversity.  Educators may help an endangered species, unearth an ancient society, or protect threatened habitats.
Criteria:
Applications are considered based on available funding in the applicant's geographic region, financial need, and the benefits that would result from participating on an Earthwatch expedition.  Fellows are assigned to projects according to their interests, skills, availability, project need, and grant restrictions. Fellowships cover participants' on-site expedition costs, which include the support of the scientific research, food, accommodations, on-site travel, and all the various costs of fieldwork (permits, equipment, etc.). Certain awards also offer reimbursement for travel expenses associated with getting to the project site and back. Applications will be accepted on a rolling basis during the school year. Applications received by March have the best chances at being funded.(Note: This program requires an application fee of $35, which includes a free year of Earthwatch membership.)
