ALGAE’S OUT OF SIGHT, BUT ON GROUP’S MIND
The Chesapeake Bay Foundation hopes photos will arouse public anger

People get worked up over oil spills and dead fish.  They don't lose a lot of sleep over discolored water they don't even see.  And that is the challenge facing the Chesapeake Bay Foundation, an environmental group, in marshaling support to clean the bay.  The bay's top problem is excess waste from sewage plants and from fertilizer, manure and grime that run off the land. This waste fuels sudden growths of algae, which can make waters so foul they are unfit for fish. But most people never see the algae. – BY REX SPRINGSTON

RULE TO EXPAND MOUNTAINTOP COAL MINING
August 23, 2007 - New York Times
The Bush administration is set to issue a regulation on Friday that would enshrine the coal mining practice of mountaintop removal. The technique involves blasting off the tops of mountains and dumping the rubble into valleys and streams.  It has been used in Appalachian coal country for 20 years under a cloud of legal and regulatory confusion. The new rule would allow the practice to continue and expand, providing only that mine operators minimize the debris and cause the least environmental harm, although those terms are not clearly defined and to some extent merely restate existing law. - By John M. More riders are hopping on Virginia Railway Express trains this summer just as the beleaguered system prepares to study why commuters have been staying away. Ridership increased nearly 2 percent in June and 4 percent in July compared with last summer, spokesman Mark Roeber said, helping to offset concern that VRE was unable to meet ridership projections this year. - BY DAN GENZ

State Water Control Board hosts Public Hearing on Cobbs Creek Reservoir Permit
Date: Tuesday, august 28 at 7:30 pm
Location: Cumberland County Elementary School, 60 School Road, Cumberland Virginia, 23040
The State Water Control Board hosts a public hearing to obtain input from the public on a draft Virginia Water Protection Permit that will allow the construction of a dam and reservoir on Cobbs Creek in Cumberland County and the construction and operation of a water withdrawal intake on the James River in Cumberland County. An informational briefing will be held at 7:00 p.m. on August 28th at the same location. The public comment period closes on September 12, 2007.

A short-term position is available for an individual to manage the "Livable Neighborhood Water Stewardship Program", a community education initiative of the Friends of the Rappahannock. The Livable Neighborhood Water Stewardship Program is a neighbor-to-neighbor outreach initiative designed to educate suburban homeowners on practices they can implement to reduce water pollution. The Coordinator will be responsible for publicizing the program, recruiting and training block leaders, and guiding/assisting the block leaders with their neighborhood outreach and program meetings. Prior experience in education, group training, and/or community outreach is preferred.

ENVIRONMENTAL AND ENERGY STUDY INSTITUTE - Policy Director
The Environmental and Energy Study Institute (EESI) is a non-profit organization dedicated to promoting environmentally sustainable societies. Virginia Bluebird Society Seeks Volunteers
The Virginia Bluebird Society is always looking for volunteers to monitor its bluebird box trails in locations all over the State of Virginia. No experience is needed, as training is provided to anyone who is interested in spending a couple of hours, one week a month, working as a member of a team on one of the VA Bluebird Society trails. A typical volunteer counts and records the eggs and chicks inside bluebird boxes especially designed for cavity nesting birds. Enjoy walking trails in Virginia’s beautiful public lands.

VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY - 2008 CITIZEN WATER QUALITY MONITORING GRANT PROGRAM Request for Proposals (RFP)

The VA Department of Environmental Quality (DEQ) is providing grant funds for water quality monitoring projects. The grant can be used in a variety of ways, including purchasing water quality monitoring equipment, training citizen volunteers, paying for lab analysis costs, and promoting stream monitoring efforts in locations where DEQ is not currently collecting water quality samples. These grants provide funding for water quality monitoring groups and individuals to monitor the quality of Virginia ’s waters. The maximum possible grant award this year is $5,000.00 per proposal.

FISH AMERICA FOUNDATION - FUNDING FOR CONSERVATION AND RESEARCH PROJECTS
Deadline: Various
The FishAmerica Foundation, the  American Sportfishing Association's conservation and research arm, provides funding to nonprofit organizations such as sporting clubs, civic associations, conservation groups, and state agencies in the United States and Canada for projects designed to enhance fish populations, restore fish habitat, improve water quality, and advance fisheries research, thereby increasing the  opportunity for sportfishing success. 
Conservation Projects
The foundation's Conservation Projects Committee funds hands-on, action-oriented projects that have clear and identifiable benefits to sport fish populations and the sport of fishing and/or  directly enhance water quality, habitat, and/or sport fish populations. The average conservation grant is $7,500.
Research Projects
The foundation's Research Projects Committee funds research projects that have regional or national implications. The committee prefers to fund national model projects. The average research grant is $15,000.

Tourism Cares a nonprofit charity supported by the tourism industry, administers the Worldwide Grant Program to support worthy tourism-related nonprofit organizations working to preserve, conserve, and restore the world's natural, cultural, and historic treasures. Primary consideration is to fund projects and programs whose goal is capital improvements that serve to protect, restore, or conserve sites of exceptional cultural, historic, or natural significance; or the education of local host communities and the traveling public about conservation and preservation of sites  of exceptional cultural, historical, or natural significance.

NATIONAL FOREST FOUNDATION'S COMMUNITY ASSISTANCE PROGRAM

The program, sponsored by the National Forest Foundation will support newly forming nonprofit organizations in need of capacity-building that intend to proactively and inclusively engage the local community in forest management and conservation issues on and around National Forests and Grasslands. CAP provides start-up grants in the range of $5,000 to $15,000 each, as well as basic tools and guidance, to enable newly forming grassroots community groups to resolve differences and play a more active role in the sustainable management of nearby national forests and surrounding communities. CAP funds can be used for a wide range of tools, including technical assistance, training, consultants, community outreach, obtaining 501(c)(3) status, group facilitation, basic start-up and operating costs, materials and equipment, program development, nonprofit management skill-building, and communications.
